Groundwater Mitigation Program
What is the Groundwater Mitigation Program (GMP)?
The GMP provides financial support to landowners in the District whose wells have experienced water level declines below the well pump as a result of groundwater production.

1. Call our office to confirm that your well is registered with LPGCD. If it is not registered, you will need to submit a Form 300 to our office.
2. Reach out to a well driller or pump installer to get your well assessed and cost estimated. Have the well driller/pump installer contact LPGCD. We will need to discuss with the company the proper mitigation strategy for that particular well.
3. Fill out the Groundwater Mitigation Form, well driller's assessment & cost estimate to lpgcd@lostpineswater.org.
4. Do not move forward with repairs or new drilling until District has approved of your application.
5. Mitigate well once application has been approved by the District.
6. After well is mitigated and owner has payed for repairs, send in final invoice to the District to lpgcd@lostpineswater.org.
7. Receive reimbursement check from the District.
Which Wells Are Eligible for Reimbursement?
To be eligible for reimbursement under the GMP, a well must meet the following qualifications*:
- Well must be in Bastrop or Lee Counties.
- Well must be in the Carrizo-Wilcox formation.
- The water level decline must be tied to production of groundwater and not factors such as drought or faults related to the construction of the well.
- Wells must be registered with the District.
- Well must be an exempt well used for domestic or livestock use.

How Can GMP Reimbursement Funds Be Used?
The GMP reimbursement can be used for the following costs:
- Parts
- Equipment
- Labor
The GMP reimbursement CANNOT be used for the following costs:
- Above ground costs*
- Well houses
- Warranties
- Any sales taxes incurred by the well owner
* The District will not cover any above ground costs, except to meet the pump manufacturer's specifications. For example, if the manufacturer's specifications for a new pump require a new pressure tank or circuit breaker, those above ground costs will be covered.
